UniBank Fiscal Advisory Services, Inc. is a company committed to providing
premier financial advisory services to cities, towns, school districts,
and other local governmental units at reasonable prices and with the
highest degree of competency and integrity.
General Overview of Services Provided
- Financial Advisor to municipal entities for capital planning and
debt issuance.
- Projecting the financial capacity of a municipal entity to absorb
additional debt service in its annual budget.
- Recommending the size, structure, and timing of bond issues and
an appropriate mix of short and long-term debt.
- Attendance at any meetings required to discuss financial impact,
timing, and structuring of debt issuance on municipal entities.
- Work with local bond counsel and the issuer to ensure that all
legal requirements are satisfied prior to borrowing.
- Preparation and distribution of detailed official statements.
- Evaluation of a municipal entity’s credit and recommending
measures for maintaining or improving the bond rating.
- Assisting municipal entity with rating agency credit reviews.
- Verification of bond and note bids.
- Ensuring proper settlement of bond and note issues.
- Recommending investment of bond or note proceeds in order to reduce
net borrowing costs while avoiding arbitrage rebates.
- Ensuring that municipal entity meets annual SEC continuing disclosure
requirements.
- Notifying an issuer when debt service is due.
- Analyzing the potential of a municipal entity to reduce its annual
debt service by issuing refunding bonds.
